EFJ’s Secretary General Ricardo Gutierrez replies to the UNS’ letter sent to the participants of the EFJ’s Annual Meeting in Pristina: It is totally unfair and completely misleading to accuse the EFJ of having ‘excluded’ UNS

The Secretary General of the European Federation of Journalists (EFJ) Ricardo Gutierrez replied to the letter UNS had sent to the participants of the EFJ’s Annual Meeting in Pristina, held on May 23 and 24, in which UNS informed the colleagues about the problems of journalists in Kosovo and Metohija, and stated that it refused to participate in this AM because it was, despite the EFJ president's promise, expelled from its organization.

Dear delegates and observers.
We look forward to seeing you in Prishtina, Kosovo.

You have received a message from one of our Serbian affiliates, UNS, which has decided not to participate officially in our Annual Meeting (AM), but to send an observer (see updated participants' list, enclosed).

UNS of course has the right not to take part in the AM. On the other hand, as EFJ General Secretary, I would like to correct the erroneous information circulated by UNS:

1. The EFJ has never "excluded" UNS or UNS in Kosovo (which is not an EFJ member organisation) from the preparation of the AM in Prishtina. We called on all EFJ affiliates, including UNS, to organise the AM and UNS never applied;
2. In contrast to UNS, the Association of Journalists of Kosovo (AGK) applied and its proposal was accepted by the Steering Committee. We informed all EFJ affiliates of this and UNS never contacted AGK to offer to help organise the AM;
3. The EFJ President invited UNS to participate in the AM debates and UNS submitted two motions to the AM, but there was never any question of involving UNS in the organisation of the AM, as this task has been entrusted to AGK, in accordance with the EJF Statutes and on the basis of a democratic decision of the Steering Committee. As a gesture of goodwill, the EFJ Steering Committee is considering carrying one of the UNS motions (the one on missing journalists), even though UNS is not normally allowed to table motions, given its choice not to participate in the AM.

We remind UNS that Annual Meetings and General Meetings are not organised by all affiliates of a host country or by affiliates from several host countries, but only by those affiliates who have applied in accordance with our statutes and who are selected by the Steering Committee. Once again, UNS could have put in an application or proposed a joint application with AGK. But they did not. It is totally unfair and completely misleading to accuse the EFJ of having ‘excluded’ UNS!

Our President, Maja Sever, will comment on this at the AM and answer any questions you may have.

Драги делегати и посматрачи,

Радујемо се да вас видимо у Приштини, Косово.

Добили сте поруку једне од наших српских чланица, УНС-а, која је одлучила да не учествује званично на нашој Скупштини, али да пошаље посматрача.

УНС, наравно, има право да не учествује на Годишњој скупштини. Са друге стране, као генерални секретар ЕФЈ-а желим да исправим погрешне информације које је УНС проширио.

1. ЕФЈ никад није „искључио“  УНС ни УНС на Косову (које није организација чланица ЕФЈ-а) из припреме Годишње скупштине ЕФЈ-а у Приштини. Позвали смо све чланице ЕФЈ-а, укључујући УНС, да организују Годишњу скупштину и УНС се није пријавио;

2. Супротно од УНС-а, Асоцијација новинара Косова (АГК) се пријавила и Управни одбор ЕФЈ-а је прихватио њихов предлог. Обавестили смо све ЕФЈ чланице о овоме и УНС никада није контактирао АГК да понуди помоћ у организацији Годишње скупштине;

3. Председница ЕФЈ-а је позвала УНС да учествује у дебатама на Скупштини и УНС је поднео два предлога резолуција Годишњој скупштини, али никада није било речи о укључивању УНС-а у организацију Годишње скупштине, јер је тај задатак поверен АГК-у, у складу са Статутом ЕФЈ-а и на основу демократске одлуке Управног одбора. Као гест добре воље, Управни одбор ЕФЈ разматра усвајање једне од предложених резолуција УНС-а (оне о несталим новинарима), иако УНС-у није дозвољено да подноси предлоге, с обзиром на то да је одлучио да не учествује на Годишњој скупштини.

Подсећамо УНС да се годишње и изборне скупштине не организују од стране свих чланица земље домаћина или од чланица из неколико земаља, него само од оних које су се пријавиле у складу са Статутом и које су одабране од Управног одбора. Још једном, УНС је могао да се сам пријави или поднесе заједничку пријаву са АГК. Али није. Тотално је нефер и потпуно обмањујуће оптужити ЕФЈ да је „искључио“ УНС!

Наша председница Маја Север ће ово коментарисати на Годишwој скупштини и одговорити на сва питања која имате.
